“Confusion and Sarcasm Reign Supreme”

In today’s Current, regarding the rezoning of the Red Lion Inn property in Blacksburg:

"Confusion, and sometimes sarcasm, reigned tonight when time came for
council to vote on the mixed use zoning ordinance. Some council members
were at times unsure of what ordinance they were voting on and whether
a conflicting ordinance could also be voted upon."

Have we made this so difficult and contentious that even our elected officials aren’t sure what they’re voting on?  You can read the full report here.  I just don’t understand, someone fill me in …

    There is video at http://www.blacksburg.gov/
Basically, (and I arrived late) I think they ended up with two active motions that conflicted. The first passed, so voting on the second was unecessary (since it conflicted with the first).
One council member realized she really wanted the content of the second motion, so they did the “motion to reconsider” thing so they could fail the first motion and pass the second.
Basically, I think all the council members need to read up on Roberts Rules of Order.
I need to figure out if we can download the video and create youtube like clips for easy consumption. Of course, this could be abused, but would still be very handy for clearing up things like the Roanoke Times article.
